Within the Foundation for the Pure Spanish Horse, ethical behavior is predicated upon two major tenets: the welfare of the breed is paramount over all other considerations; and, our integrity cannot ever be compromised.

Therefore, we establish that our primary obligation is to the Pure Spanish Horse. We are committed to develop, perpetuate, and foster an appreciation and understanding of the breed. We are to be led by the knowledge that we are guardians of the Pure Spanish Horse. Thus, we must represent and maintain the values, spirit, and ideals associated with protecting the breed.

Moreover, we are committed to conducting our affairs on a basis consistent with the great trust that has been placed in us. This requires our behavior to be above reproach and to adhere to the highest ethical principles. For these reasons, the Foundation for the Pure Spanish Horse requires its Boards, volunteers, and staff to conduct business with integrity at all times and to maintain a standard of ethical conduct consistent with the regulations of all jurisdictions in which the Foundation for the Pure Spanish Horse conducts business. When we make promises as an institution, or as individuals who are authorized to speak on behalf of the Foundation for the Pure Spanish Horse, we keep those promises, particularly the promises expressed and implied in our Mission Statement.

We do not misappropriate the resources belonging to Foundation for the Pure Spanish Horse, or the resources belonging to others which are entrusted in our care, nor do we permit any such misappropriation to go unchallenged. We do not tolerate conflicts of interest and recognize that even the appearance of misconduct or impropriety can be very damaging to the reputation of the Foundation for the Pure Spanish Horse.
Therefore, the principles providing a framework of integrity for interactions with or on behalf of the Foundation for the Pure Spanish Horse are contained in the "Rules and Procedures for Dealing With Ethical Infractions" and shall be followed.

By giving the welfare of the Pure Spanish Horse priority over all else, and by never compromising our integrity, we create an ethical institution of which we can be proud and which can serve as a model for other institutions.
